    The Human Resources Department of the Township of Monroe is responsible for coordination all the issues relating to our current Township employees and those seeking employment with the Township. These responsibilities include maintaining an active database and file system on the near 250 full and part time employees, administering the Township programs for employee health, dental, prescription and life insurance which cost the Township four million dollars annually.

    The department also coordinates workers compensation insurance for all employees and the approximately 300 volunteers in the areas of emergency services, along with all general liability and property damage claims of which there are approximately 150 per year.

    Monroe Township is one of the few Civil Service Communities in the Gloucester County area, along with being a union shop. Therefore, Human Resources is responsible for the coordination of all reporting of job actions to the State of New Jersey and interaction with Local 1360, Monroe’s Supervisor's Association and FOP Lodge 125.  Monroe has a residency restriction for the majority of Township positions, meaning that almost all jobs must be filled by residents, with certain specific exceptions.

    Being a Civil Services municipality Monroe, operates under the jurisdiction of the New Jersey Department of Personnel (DOP). The NJ DOP has established and maintains a personnel system that provides a fair balance between managerial needs and employee protection for the effective delivery of public services. The NJ DOP regulates the employment, tenure, and discharge of Monroe Township employees. Open, competitive positions in Monroe Township, as well as other New Jersey municipal, county and state positions.   

    Frank Campisi has worked for the Township of Monroe since 1999, first serving as the appointed Director of Community Affairs, before accepting his current position as Human Resources Officer in October 2002. He holds a Bachelor of Arts Degree in Communications from LaSalle University is certified as a Professional in Human Resources (PHR) by Society for Human Resource Management (SHRM) and  the State of New Jersey as Recreation Administrator.

    Christine Scola is serving the Township as Human Resources Assistant. She was hired full time in 2003 to aid in the department's growing responsibilities, especially claim coordination. She holds a Bachelor's degree from Rutgers University in Psychology.
